Is “Y” ever a vowel?

I was watching Wheel of Fortune one night last week (I think) when something occurred to me.

When the contestants “buy” vowels, they never mention “y”. Which seems a bit odd, because isn’t the saying “a, e, i, o, u, and sometimes y”?

So I guess my question is this: Does the letter “y” ever count as a vowel? And if so, when?
